ScienceDaily (Aug. 2, 2012) ? On the classic TV show "I Love Lucy," Ricky Ricardo was known for switching into rapid-fire Spanish whenever he was upset, despite the fact Lucy had no idea what her Cuban husband was saying. These scenes were comedy gold, but they also provided a relatable portrayal of the linguistic phenomenon of code-switching.

This kind of code-switching, or switching back and forth between different languages, happens all the time in multilingual environments, and often in emotional situations. In a new article in the July issue of Perspectives on Psychological Science, a journal of the Association for Psychological Science, psychological scientists Stephen Chen and Qing Zhou of the University of California, Berkeley and Morgan Kennedy of Bard College delve deeper into this linguistic phenomenon.

Drawing on research from psychology and linguistics, the researchers seek to better understand how using different languages to discuss and express emotions in a multilingual family might play an important role in children's emotional development. They propose that the particular language parents choose to use when discussing and expressing emotion can have significant impacts on children's emotional understanding, experience, and regulation.

"Over the past few years, there's been a steadily growing interest in the languages multilingual individuals use to express emotions," says Chen. "We were interested in the potential clinical and developmental implications of emotion-related language shifts, particularly within the context of the family."

Existing research from psychological science underscores the fact that language plays a key role in emotion because it allows the speakers to articulate, conceal, or discuss feelings. When parents verbally express their emotions, they contribute to their children's emotional development by providing them a model of how emotions can be articulated and regulated.

When parents discuss emotion, they help their children to accurately label and consequently understand their own emotions. This explicit instruction can further help children to better regulate their emotions.

Additionally, research from linguistics suggests that when bilingual individuals switch languages, the way they experience emotions changes as well. Bilingual parents may use a specific language to express an emotional concept because they feel that language provides a better cultural context for expressing the emotion. For example, a native Finnish speaker may be more likely to use English to tell her children that she loves them because it is uncommon to explicitly express emotions in Finnish.

Thus, the language that a parent chooses to express a particular concept can help to provide cues that reveal his or her emotional state. Language choice may also influence how children experience emotion, such expressions can potentially elicit a greater emotional response when spoken in the child's native language. Shifting from one language to another may help children to regulate their emotional response by using a less emotional, non-native language as a way to decrease negative arousal, or to help model culture specific emotional regulation.

Overall, the authors argue that research from psychological science and linguistics suggests that a child's emotional competence is fundamentally shaped by a multilingual environment. These findings may be particularly useful in the development of intervention programs for immigrant families, helping intervention staff to be aware of how the use of different languages in various contexts can have an emotional impact.

"Our aim in writing this review was to highlight what we see as a rich new area of cross-disciplinary research," says Chen. "We're especially excited to see how the implications of emotion-related language switching can be explored beyond the parent-child dyad -- for example, in marital interactions, or in the context of therapy and other interventions."

RBS posts 466 million pounds in losses in Q2

LONDON (AP) ? Royal Bank of Scotland on Friday reported a net loss of 466 million pounds ($723 million) for the second quarter as it set aside 310 million pounds to cover the costs of a computer crash and compensation for mis-selling products to customers.

RBS, which is 82 percent owned by British taxpayers, said it had made a 125 million pounds provision to pay the costs of a computer breakdown which caused havoc with customer accounts in June. It also set aside 50 million pounds for compensating loan customers who were mis-sold complex interest rate swaps. It also made an additional provision of 135 million pounds to compensate customers who bought payment protection insurance which they didn't need, raising the total provision for insurance mis-selling to 1.3 billion pounds.

The loss for the three months ending June 30 was down from a loss of 897 million pounds a year earlier. Operating profit fell 22 percent to 650 million pounds, and revenue fell 5.4 percent to 6.4 billion pounds.

"Overall, the usual complicated set of results with many moving parts, which demonstrated good progress on balance sheet recovery but continued issues around profitability," said Gary Greenwood, analyst at Shore Capital. He said first-half results were broadly in line with forecasts, though costs were higher than expected.

For the first half, the net loss rose from 1.4 billion pounds a year ago to 2 billion pounds.

RBS said it had dismissed a number of employees for misconduct as a result of investigations into the fixing of the London interbank offered rate (LIBOR), a key market index.

Chief Executive Stephen Hester said the issue remains under investigation. So far, only Barclays has been fined for its part in the scandal.

Hester again apologized for the computer problems which struck on June 16. Many customers complained that their deposits had not been posted promptly, leaving their accounts unable to pay bills. Hester has said he would not accept a bonus for this year because of the issue.

The worst problems were in RBS' Ulster Bank subsidiary in Northern Ireland, where Hester said problems with customer accounts had "now been largely rectified."

Attacks on Iraq checkpoints kill eight

Three attacks on separate checkpoints north of Baghdad on Thursday killed eight people, including four policemen and three anti-Qaeda militiamen, Iraqi officials said.

Unknown gunmen killed four policemen in an attack on a checkpoint on a road near Tikrit, 160 kilometres (100 miles) north of Baghdad, a Tikrit police officer and a medic from the town's hospital said.

Three anti-Qaeda Sahwa militiamen were killed by a bomb placed in a caravan at a checkpoint near Balad, 70 kilometres (43 miles) north of the Iraqi capital, a police officer and a medic from Balad said.

And gunmen attacked an army checkpoint in Dujail, 60 kilometres (37.5 miles) north of Baghdad, killing a soldier and kidnapping four others, an Iraqi army officer said.

The latest violence comes a day after official figures put the number of people killed in attacks in July at 325, the highest monthly death toll since August 2010.

While violence has decreased compared to its peak in 2006-2007, attacks remain common across Iraq.

Mass. lawmakers approve health care cost bill | Health and Fitness

BOSTON ? Massachusetts lawmakers have given final approval to a bill designed to save up to $200 billion in health care costs over the next 15 years.

Gov. Deval Patrick said he looks forward to signing the bill.

Legislative leaders say the bill will help guarantee the future of the state?s landmark health care law and make Massachusetts the first state to set a goal limiting the future growth of health care costs.

The bill also encourages the creation of ?accountable care organizations? that take a more coordinated approach to medicine, give residents better access to their medical records and cut down on unnecessary testing. Five such organizations already exist in Massachusetts.

The legislation also includes $135 million in grants to help community hospitals adopt electronic medical records systems.

Patrick said the bill builds on the state?s existing health care record.

?With over 98 percent of our residents insured today, we?ve shown the nation how to extend coverage to everyone,? Patrick said in a statement. ?Now we are poised to do the same on controlling costs.?

Bringing spiraling insurance and other health costs under control is seen as critical to the longterm success of the Massachusetts health care law signed in 2006 by then-Gov. Mitt Romney, a Republican.

That law ? which became the blueprint for the federal health care law signed by President Barack Obama in 2010 ? expanded access to health coverage, but did little to rein in premiums and other medical costs that have threatened to undermine the law?s fiscal stability.

Senate President Therese Murray warned in April that ?annual double-digit health care costs increases outpace other expenses and strain the budgets of our businesses, out families, and our government.?

Sen. Richard Moore, an Uxbridge Democrat and a member of the six-member conference committee that crafted the final compromise bill, said a top aim of the bill is to set limits on the growth of medical spending.

?This is the first time any state had attempted to set a cost growth goal close to the inflation rate,? Moore said.

The bill?s provision for accountable care organizations is considered critical to the transition from a more piecemeal approach to medical care, in which doctors are paid for each test or procedure, toward a system focused on the best way to maintain a patient?s overall health.

Rep. Steven Walsh, D-Lynn, who also worked on the final version of the bill, said he?s confident it will benefit patients, health care providers and businesses ? which could see a reduction on the cost of health premiums.

Walsh also said the bill is a critical follow-up to the 2006 health care law.

?That was an important first step, now it?s about cost and quality,? he said.

Some lawmakers complained the delay in filing the bill gave them little time to read it before being asked to vote.

The House version of the bill had included a ?luxury tax? aimed at addressing the wide price differences that hospitals charge for the same operation or procedure. The proposed tax was dropped from the final bill, however.

Under the proposal, hospitals that charged more than 20 percent above the state median price for a service would have been required to pay a 10 percent surcharge into a fund to support hospitals serving the poor and most vulnerable.

The bill takes other steps to control costs.

It expands the role of physician assistants and nurse practitioners to act as primary care providers to guarantee access to more affordable care and creates a new ?wellness tax credit? for businesses that adopt programs to combat preventable chronic diseases like obesity, diabetes, and asthma.

The bill also seeks to control medical malpractice costs by creating a 182-day ?cooling off? period to give both sides a chance to negotiate a settlement, and bans mandatory overtime for hospital nurses except in emergency situations.

The bill has gotten mixed reviews.

Amy Whitcomb Slemmer, executive director of the advocacy group Health Care For All, praised the legislation.

?By paying for quality, not quantity, our state?s health care delivery system will be better and more cost-effective,? Slemmer said.

The Massachusetts Hospital Association released a statement saying that while hospitals will do their part to get costs under control, some of the goals in the bill are daunting given ?increasing demands on health care such as the aging population and obesity epidemic.?

Josh Archambault, health care policy director for the Pioneer Institute, a conservative-leaning Boston-based think tank, said the bill takes the wrong approach.

?Instead of providing financial incentives for individual patients to take charge of their own medical care, this legislation rearranges the system based on accountable care organizations and changes in payment methods,? he said in statement. ?The legislation misses the mark by a long shot.?
