The invention of a long-lasting incandescent light bulb in the 19th century spurred on the second wave of the industrial revolution, illuminating homes, extending leisure time and bringing us to the point today where many millions of people use a whole range of devices from mood lighting to audiovisual media centers, microwave ovens to fast-freeze ice makers, and allergy-reducing vacuum cleaners to high-speed broadband connected computers in their homes without a second thought.
However, the waves of the industrialization of the west have merely lapped at the shores of undeveloped regions and it is estimated that about a quarter of the world's population, particularly those in rural parts of the developing world do not have access to electricity in their homes. Indeed, four-fifths of those without domestic electricity live in rural or on the urban margins. In sub-Saharan Africa, the proportion is even more startling where just 8% of the rural population has access to electricity.
Those in the developing countries are thus keen to electrify and need stable sources of power to stimulate development and improve their standard of living. The developed world is gradually recognizing the environmental costs of widespread electricity use, yet has neither the right nor the authority to deprive the developing nations of power. There is a need, therefore, to provide 100% off-grid zero-energy solutions that require little or no government involvement and are low maintenance. This would allow the developing world to wade into the technology the developed world enjoys without making the same woefully polluting mistakes regarding unsustainable power generation that are now a global problem.
Benedict Ilozor and Mohammed Kama of the Eastern Michigan University, in Ypsilanti, USA, suggest that renewable energy is a viable option for electrical power in developing and emerging nations. Writing in the inaugural issue of the African Journal of Economic and Sustainable Development, they point out that in most of these nations, the demand for energy far exceeds the generating capacity. They suggests that a rapid response to this huge demand that is informed by social, political, economic, climatic and environmental factors must be put in place so that renewable, sustainable energy supply can be identified.
The researchers have undertaken a case study of Nigeria in West Africa, which is perhaps representative of the situation prevalent in most developing and emerging nations. They suggest that cost is the limiting factor and that communities and governments would be unable to subsidize neither the one-time installation costs nor the ongoing maintenance however low, for most renewable energy solutions. It is, they say up to the private sector and commercial banks, and perhaps charitable organizations, to fund the installation of wind turbines, solar panels and other renewable energy systems so that wealth-generating development can take place and standards of living raised quickly. They posit the idea of a renewable energy mortgage that would be paid back as the specific region developed and grew economically. There are many approaches to solar power, for instance, that could be implemented by individual households or small communities for domestic electricity as well as on a larger scale, while geothermal systems could be run to provide the power for cooling.

Kinect's 'shopping cart of the future'
7 hrs.
Todd Bishop , GeekWire
The quest for a high-tech ?shopping cart of the future? is nothing new, but Whole Foods is planning to test a new spin on the concept, using Microsoft?s Kinect sensor for Windows. The motorized cart identifies a shopper with a loyalty card, follows the shopper around the store, scans items as they?re placed inside, marks them off the shopping list, and even checks the shopper out in the end.
Microsoft showed the very early prototype, being developed for Whole Foods by a third-party developer, Austin-based Chaotic Moon, during an event on the Redmond campus today hosted by Craig Mundie, the company?s chief research and strategy officer. (Msnbc.com is a joint venture of Microsoft and NBCUniversal.)
The company says the project is literally weeks old, and that was apparent in the demo, which included a couple of false starts where the sensor didn?t precisely identify ?the shopper. The technology will need to be ironed out before it?s deployed, lest our shopping trips turn into destruction derbies.
But it?s an interesting application that shows what outside developers can do now that a Kinect software development kit has been released for Windows, expanding the sensor beyond the Xbox 360 game console.
Microsoft says more than 300 companies are working on commercial applications for Kinect on Windows. Other demos today included an application that gave an immersive virtual tour of a new vehicle, and another that let kids interact with a wildlife show.

Why Mitt Romney and Rick Santorum may both win in Michigan
Complex rules for allocating convention delegates mean the winner of Tuesday's Michigan primary, probably Mitt Romney or Rick Santorum, is likely to share the spoils with the runners-up.?
There will be an overall winner of the Michigan GOP primary ? either Rick Santorum or Mitt Romney will take a majority of votes statewide and give a victory speech after that margin is clear. The media will allocate momentum based on this result, saying that Mr. Romney, or Mr. Santorum, has the wind at his back heading into next week?s crucial Super Tuesday votes.
Skip to next paragraphBut here?s Michigan?s secret: That result will almost certainly be overhyped. When it comes to delegates, the state is not winner-take-all. As a result of complicated allocation rules, it is possible for the popular-vote victor in the state?s Republican primary to emerge with fewer delegates than the loser.
Furthermore, it looks now as if both Santorum and Romney will win at least some of the state?s delegates to this summer's national convention in Tampa, Fla. That means that, in a strategic sense, the ?winner? of the Michigan race won?t win much of an edge at all.
?The bottom line is that barring an overwhelming victory for one candidate in Michigan, the delegate margin is very likely to be close coming out of the Great Lakes state on February 28,? writes Davidson College political scientist and voting process expert Jose Putnam on his Frontloading HQ blog.
Why is that? There are two underlying reasons. The first is that the Republican National Committee is penalizing Michigan for holding its primary earlier than the RNC wanted. The state will select 59 delegates to the Tampa convention, which will officially nominate the party?s presidential candidate. But of those 59, only 30 will get to actually vote.
The second reason is that the 30 voting Michigan delegates will be chosen proportionately, for the most part. The winner of each of the state?s 14 congressional districts will receive two delegates. (If Romney or Santorum won all 14, they?d get 28 votes, for example.) Only two delegates will be awarded to the state?s overall popular-vote winner.
And Michigan?s political geography is far from uniform. Santorum should be strong in the Upper Peninsula and thinly populated north of the Michigan mitten, and in the state?s southwest, an area that remains socially conservative due to the Dutch Reformed Church heritage of many of its inhabitants. (There?s a reason that one of the larger towns along the Lake Michigan coast is named Holland.)
Romney should be strong in Detroit itself and in the Detroit suburbs, including relatively prosperous Oakland County and Macomb County. He could do well in the college towns of central southern Michigan, Ann Arbor and East Lansing. Ron Paul could be a factor with university students, however, so that picture is less clear.
On Monday, New York Times polling analyst Nate Silver broke down Michigan?s political geography, concluding that whoever wins the popular vote there will probably win the most congressional districts, too. But that result is far from certain.
?It is possible that a candidate who takes a narrow statewide loss could carry 8 out of 14 districts, or 9 out of 14 if everything breaks exactly right,? writes Mr. Silver.

Notice to Vacate After a Mortgage Foreclosure Sale - Legal Help
We live in Michigan. Last June we entered a rental agreement with the property owner. We moved in on June 15, 2011 and by June 30 we had a posting on the door. Stating that the property was in foreclosure, the landlord wanted us to still pay the rent. After I investigated the information I found that he had not paid the mortgage in over a year and half. We have been living here ever since. On Saturday we received a letter from an Attorney's office informing us that we have 90 days to vacate. After which they will file the necessary forms to evict us. I do have the right to go to court. Does anyone know how much time do you think the courts will give us. We have kept up the property and paid for all the maintenance. I really don't want to leave the house because this is the second time we have been put in this situation. However, the last I moved before and didn't stay to find out the outcome. If I go to court do you think I will have a chance to stay longer or will they give me more opportunities to purchase this home?

Promising new technique to rescue the immune system
ScienceDaily (Feb. 26, 2012) ? In a study published in Nature Medicine, Loyola researchers report on a promising new technique that potentially could turn immune system killer T cells into more effective weapons against infections and possibly cancer.
The technique involves delivering DNA into the immune system's instructor cells. The DNA directs these cells to overproduce a specific protein that jumpstarts important killer T cells. These killer cells are typically repressed in patients who have HIV or cancer, said Jos? A. Guevara-Patino, MD, PhD, senior author of the study. Guevara is an Associate Professor in the Oncology Institute of Loyola University Chicago Stritch School of Medicine.
Guevara and colleagues reported their technique proved effective in jumpstarting defective immune systems in immuno-compromised mice and in human killer T cells taken from people with HIV.
Guevara said a clinical trial in cancer patients could begin in about three years. The study involved killer cells, known as CD8 T cells, and their instructor cells, known as antigen-presenting cells. The instructor cells instruct CD8 T cells to become killer T cells to kill infected cells or cancer cells -- and to remain vigilant if they reencounter pathogens or if the cancer comes back.
In addition to getting instructions from the antigen-presenting cells, CD8 T cells need assistance from helper T cells to become effective killers. Without this assistance, the killer T cells can't do their job.
In patients who have HIV, the virus destroys helper T cells. In cancer patients, helper T cells also are affected. Among a tumor's insidious properties is its ability to prevent killer T cells from attacking tumors. It does this by putting helper T cells into a suppressed stage, limiting their ability to assist CD8 T cells, said Andrew Zloza, MD, PhD, one of the leading authors of the study.
In the study, snippets of DNA were delivered into skin instructor cells by a device known as a gene gun. The DNA directed the instructor cells to produce specific proteins, which act like molecular keys. When CD8 T cells interact with the instructor cells, the keys unlock the CD8 T cells' killer properties -- jumpstarting them to go out and kill pathogens and cancer cells.
With the use of this technique, the killer T cells would not need the assistance of helper T cells. So even if a tumor were to put the helper T cells in a suppressive cage, the killer T cells would still be able to go out and kill cancer cells. Researchers expect that future studies using the technique will make it applicable to many diseases, including cancer.
The study received major funding from the national office of the American Cancer Society, the Illinois chapter of the American Cancer Society and the National Institutes of Health.

BURLINGTON, Ontario (AP) ? A Canadian Via Rail passenger train derailed west of Toronto Sunday, killing three railroad employees and injuring dozens of passengers, officials said.
Via Rail spokeswoman Michelle Lamarche said the three people killed were all engineers riding in the cab of the locomotive at the front of the train when it derailed in Burlington, Ontario. A fourth Via worker in the locomotive was injured, she said.
Burlington Mayor Rick Goldring also confirmed that three people died in the accident.
Lamarche said no passengers died but 45 were injured. She said 75 people were on board the train traveling from Niagara Falls to Toronto when the train left the tracks around 3:30 p.m. Sunday within view of a residential area near Aldershot station.
The locomotive crashed on its side into a small trackside building, and at least two passengers car behind it were driven off the tracks into an L-shape. All six cars derailed, a Via official said.
Amid the twisted metal and debris emergency crews scrambled to pull passengers to safety amid reports fuel was leaking from the train. Some passengers were carried away on boards and stretchers while others, looking dazed and battered, were led out of the wreckage by emergency workers.
Three passengers were airlifted to hospital, one with a heart attack, another with a broken leg and the third with a back injury. Forty-two other passengers suffered less-serious injuries and were either treated at the scene or taken to local hospitals. Some 30 passengers were well enough to continue on to Toronto's Union Station by bus.
Deanna Villela of Welland, Ontario, said she felt a slight bump before the train jumped off the tracks, sending people and luggage flying. The crash lasted about 10 seconds but felt like "forever," she said.
Goldring said the crash caused minor damage to nearby buildings.
"There's no question it's very tragic. We're a relatively small company, we're a family, we know everyone by name," Via chief operating officer John Marginson said at the scene. "We certainly feel for the families of the colleagues that we lost."
Transportation Safety Board investigators were on the scene Sunday. A key piece of evidence will be the train's data recorder. Weather was not believed to be a factor, as it was clear and dry at the time of the crash. It was not immediately known how fast the train was traveling.

Tornado season looms, but forecasting a challenge
WASHINGTON (AP) -- Tornado season is starting, but don't ask meteorologists how bad it will be this spring and summer.
They don't know. They're having a hard enough time getting a fix on the likely path of storms expected in the next 48 hours, from the Ohio Valley to the Southeast coast.
The very nature of tornadoes makes them the wildcard of weather disasters. It's just hard to figure when and where they'll appear.
On Wednesday night, one hit Rome, Ga., the National Weather Service said, with winds of 95 mph, leaving a 3-mile swath of destruction.
It's not the first one of the year. In January two people were killed by separate twisters in Alabama. Preliminary reports showed 95 tornadoes struck last month, compared with 16 in January 2011, a particularly stormy year.
The season usually starts in March and then ramps up for the next couple of months, but forecasting a seasonal outlook is even more imprecise than predicting hurricane seasons. Tornadoes are too small and too short-lived. They don't develop like blizzards and hurricanes, which are easier to project.
They pop in and pop out. The storms that give them birth may last only a few hours. Hurricanes and blizzards are lumbering beasts that spend days moving across the satellite maps. When a hurricane approaches, coastlines get days to evacuate. With a tornado, if the weather service can let people know 20 minutes in advance, it's considered a victory.
The deadly Joplin, Mo., tornado "wasn't violent until just about the time it got to the hospital," said Harold Brooks, a research scientist at the National Oceanic and Atmospheric Administration's National Severe Storms Laboratory, in Norman, Okla. "Even when you're in the field, there are still times when you're surprised by the intensity of the event and how quickly it started."
The federal storm center says 158 died in that storm; local officials count 161.
If a forecast for a hurricane or blizzard is off by a mile, it's still bad weather. But a mile difference means no damage in a tornado, Brooks said: "It's so much finer in time and space on the tornado, it does make it a harder problem."
It takes a piece of debris only a few seconds to fly around an entire tornado; it takes hours to circle a hurricane. Yet tornadoes, though smaller, can have stronger winds. Since 1950, there have been 58 tornadoes in the United States with winds exceeding 200 mph; six last year alone. Only three hurricanes have made U.S. landfall with winds more than 155 mph.
And forecasters are telling the Southeast and Midwest to get ready again.
"It looks like this week we're moving into a slightly more active dynamic pattern," said warning meteorologist Greg Carbin at the National Weather Service's Storm Prediction Center, also in Norman, Okla.
The percolating Ohio Valley/Southeastern storm is proof of how hard meteorologists have it. On Tuesday evening, Carbin said, "We're kind of expecting it to be a fairly significant event" and the storm center's website had a small red swath for potential severe storms with tornadoes.
By Wednesday afternoon, the storm prediction center massively expanded its Thursday watch area to include 14 states from Florida to Indiana. By Thursday afternoon, it was down to mostly Kentucky and Tennessee with parts of neighboring states.
"A lot of things have to come together at once to have a tornadic storm and the skill at forecasting all those things is near zero," said Howard Bluestein, a professor at the University of Oklahoma. "They are definitely more unpredictable."
All this comes on the heels of one of the worst tornado years in U.S. history. Tornadoes in 2011 started the earliest ever - New Year's Day - killing 550 people, injuring 5,400 and causing $10 billion in damage over the year, the most in U.S. history. The 2011 season had the most tornadoes in a single day and a single month on record.
But if you ask tornado experts what that means for this year, they'll answer that they just don't know.
Some meteorologists mention La Nina, the flip side of El Nino, as an indicator. It's a cooling of the central Pacific Ocean. Scientists have noticed a correlation between strong La Ninas and active tornado seasons - including last year. But it's not that simple or clear-cut, Columbia University professor Michael Tippett said. The current La Nina is weakening so much it shouldn't be a factor this year, several experts said.
Tippett has a new study that gives some hope, pointing out potential factors - vertical wind shear, updraft and a type of rainfall - that might help for long-range tornado forecasts.
Later this summer, meteorologists will meet in a special conference to try to figure out how to do that type of longer-term tornado prediction. And the National Weather Service is installing new radar for live forecasting, tracking and distinguishing of tornadoes that could save lives in real-time because forecasters can be more certain in their warnings, said National Weather Service meteorologist Paul Schlatter.
All those elements together mean that maybe by 2020 or so, meteorologists will be able to say watch out this season or relax a bit - but not just yet, said federal researcher Brooks.

There are a number of different methods that you can use to begin building back links to your website, but the majority of them take time and a certain amount of effort, and some of them can also be a pretty tedious and boring task to undertake. As long as search engines continue to rank your website by measuring the link popularity you will have to keep working on link building practices. Unfortunately it is not the kind of thing that you can do once and forget about it.
The good thing about building link popularity to your online business website is that it need not be difficult, as you can vary the tasks involved to make it more interesting to do. Here are some of the ways that you can get links to your site, keeping in mind that one way back links are superior to any other kind.
Commenting on other peoples? blogs or in forums is a good way to build links as you can usually add a link to your website within your signature. You can submit your website to the various search engines or you can do article marketing, which is in my opinion is one of the best and least boring ways of building link popularity to a website.
Admittedly it does take more time to write and submit articles to article directories than it takes to submit your website or comment in forums but the rewards can be so much greater when it is done correctly.
To get the links to your online business website with article marketing the key is to be consistent. This can often be difficult for many internet marketers, but there is a solution and that is to outsource the writing of your articles to someone else. Freelance article writers online can be found through websites such as Elance.com and there are literally thousands of them available.com, but if you know your subject and your audience well then it is usually quicker and better to write your own articles.
If you decide that you would rather have someone else ghost write your articles then make sure that you supply them with the keywords you want them to focus on. In the beginning it is best to use keyword phrases which are less competitive as this will give you the opportunity of getting your website ranked more quickly. You can find good keywords to use by researching them using a tool like Google Adwords which is free to use. The more focused and relevant your keywords are the better the one way back links to your website will be.
You can develop your own article marketing strategy, but one way to do it is to write say five articles in one day, in other words make a day that you do nothing but write articles, and then trickle the submission to the various directories. If you are short of time there are some excellent article submission sites that will submit your articles for you and they will submit to hundreds of article directories. Some of them even have a service where they will trickle you articles so that they are spread out over a period of time to the different directories, and they also have the software for you to basically spin the article so that the same article appears differently in the various directories.
It is well worth investing in an article submitting service as they can do the job much more efficiently than you can yourself and it will save you many hours of boring labor. Bookmarking your articles will also help in building back link popularity to your online business website, and the more links you get, the more traffic you will get and your sales will grow.

'An insult'? Dead bodies to heat UK swimming pool
By msnbc.com staff
LONDON -- Dead bodies?will be burned to heat a swimming pool in the U.K. -- and the British government is?considering adopting the idea across the country.
Senior lawmaker Sir George Young, the leader of the House of Commons, told The Telegraph newspaper that he would "die a happier man" if he could arrange for his cremation to provide heat for swimmers.
Redditch Borough Council is set to become the first local government body in England to use heat from a crematorium to warm a pool this spring, the newspaper reported.
"The government is aware of this particular scheme," Young said. "The Department for Energy and Climate Change will shortly be publishing its heat strategy and this will explore the potential for better recovery and reuse of wasted heat in schemes such as this one."
'Sick and?an insult'
The Telegraph said the incinerators used to burn bodies reach temperatures of 1,472 degrees Fahrenheit and cited estimates that using the waste heat from the Redditch crematorium could save more than $22,000 per year.
Carole Gandy, the?leader of Redditch?Borough?Council, was quoted as saying she was rather the energy was used than ?just see it going out of the chimney and heating the sky.?
"It will make absolutely no difference to the people who are using the crematorium for services,? she told The Telegraph. "I do recognise some people might not like it, but if they don't they don't have to use our crematorium. I wouldn't want them to do that but they have to make that choice.?
Unison,?a labor union representing?public workers,?has described the idea as "sick and an insult to local residents,? The Telegraph reported.
It added that Durham Crematorium, in northern England,?was thinking about fitting turbines to its burners in order to create electricity that could potentially power 1,500 televisions.

Oscars 2012 Predictions: Best Supporting Actress
With her impressive awards-season run so far, 'The Help' star Octavia Spencer has this category wrapped up.
By Kara Warner

The nominees in this year's Oscar race for Best Supporting Actress, along with their respective nominated films, might be one of the most diverse groups of women to be recognized in recent years, and yet each and every one of the five ladies nominated has a thing or two in common in the fact that they all delivered scene-stealing and perhaps career-making performances in four very different films.
The only downside to the announcement of this category's winner come Sunday night is the fact that there can be only one. Of the very talented, worthy ladies up for Best Supporting Actress — Bérénice Bejo ("The Artist"), Jessica Chastain ("The Help"), Melissa McCarthy ("Bridesmaids"), Janet McTeer ("Albert Nobbs") and Octavia Spencer ("The Help") — here are our predictions for the category in 2012:
Who Will Win: Octavia Spencer, no question about it. For those who haven't been paying attention to this year's awards season, Spencer has already walked away with several impressive pieces of hardware. Her awards haul so far includes: the BAFTA for Best Supporting Actress, Golden Globe for Best Actress in a Supporting Role, the SAG Award for Outstanding Performance by an Actress in a Supporting Role, an NAACP Image Award and countless other accolades from critics groups.
Who Should Win: Spencer, followed very closely by Melissa McCarthy and her equally memorable performance in "Bridesmaids." The Academy very rarely recognizes comedies, so for our money, we're still pleased as punch that McCarthy received a nomination. Also, in a not-at-all-distant third place, 2011 breakout star Jessica Chastain deserves an award for being so good in so many movies this year. She was in seven, for goodness sake: "The Debt," "Take Shelter," "Coriolanus," "Tree of Life," "The Help," "The Texas Killing Fields" and "Wilde Salome."

Cable cos. shut down interactive ad venture
NEW YORK (AP) ? The country's largest cable TV companies are shutting down the bulk of a venture that let viewers interact with TV ads, laying off 120 employees.
Four-year-old Canoe Ventures made it possible for viewers of eight cable networks, including AMC, Bravo and Discovery, to request information by mail from TV advertisers by pressing a button on the remote. It was accessible in 25 million households.
However, the technology didn't catch on with advertisers, prompting the shutdown.
The firm said Wednesday that it will close its New York headquarters and lay off most of its staff over the new few months.
Canoe will keep 30 to 35 employees in Denver to work on advertising systems for video-on-demand services. That includes services that cable companies are rolling out for viewing on tablet computers, phones and personal computers.
CEO Kathy Timko is among those laid off. She was replaced by former Chief Technology Officer Joel Hassell.
Canoe was set up by Comcast Corp., Cox Communications Inc., Time Warner Cable Inc., Charter Communications Inc., Cablevision Systems Corp. and Bright House Networks.
The shutdown of Canoe's interactive advertising system doesn't mean that type of ad will go away completely. Cable companies have their own interactive ad systems they use for small, local campaigns.
Early on, Canoe had a second mission: to make it possible to target cable-TV advertising down to the neighborhood level. That plan was scrapped in 2009 due to technical difficulties.
Wednesday's shutdown was reported earlier on the website of Multichannel News, a pay-TV trade magazine.

How Audio Post Production Brings Film and Video Projects to Life ...
Audio post production refers to the process and procedure of soundtrack creation for images that are in motion. For a long time, film making has presented the problem of controlling and improving sound quality. It is this problem that brought about the concept of audio post production. In television and film production today, audio post production plays an important role in enhancing quality.
Audio post production is a procedure that involves a number of stages. Depending on what kind of project you are undertaking, you may use all the stages or some of the stages. Some of the processes include editing of production dialogue, replacement of dialogue that is automated, editing and mixing of Foley editing and composition of music and re-recording.
Some of the terms used in audio post production may sound technical. However, once you get to the nitty gritty of each of them you will realize that they are pretty simple steps. Editing of production dialogue involves making location of all the takes which the Picture Editor used. It also involves making sure that the audio is able to work properly. This is known as sync checking. It is also at this stage that any noise which is extraneous is eliminated so that the mixer of the dialogue can clear dialogue which is then later used in the mix.
Replacement of dialogue that is automated involves streamlining an audio production that had a lot of noise in it and thus could not be used. At this stage, you will be able to record while at the same time you will be able to edit. You are also able to make matches in case there is a problem.
The audio post production begins even before you begin the shooting process. This is done by making selection of the best of the production dialogue mixer. The team in charge of production mix has the responsibility of recording dialogue which is live together with the people in charge of cameras.

By Richard N. Velotta, Las Vegas Sun
The state will spend $2.8 million, most of it for television ads in Los Angeles, San Francisco and Phoenix, to attract tourists to visit Nevada in the spring and summer months.
The Nevada Tourism Commission said Wednesday it would spend $1.7 million for a total 2,794 30-second spots to run on NBC, CBS, ABC and Fox networks in Los Angeles and San Francisco, on Comcast SportsNet in San Francisco and on CBS, ABC and Fox in Phoenix.
The campaign runs from April 16 through June 30.
The state plans to again run its ?Clueless Tourist? spot, which depicts a kayaker in a wetsuit on the Las Vegas Strip before dissolving into a series of scenes from Nevada?s outdoors featuring hikers, mountain bikers, kayakers and skiers. The spots are meant to convey that, in addition to the Strip, the state is home to scores of outdoor recreation opportunities.
The spots broadly display the commission?s TravelNevada.com Internet site, encouraging viewers to obtain the state?s 120-page ?Travel Nevada? travel and leisure guide.
The TV spots give the state additional bang for the buck, with tourism officials appearing on the ?Better Arizona and Sonoran Living? television show in Phoenix and giving ?Jeopardy? clues about Nevada attractions.
The commission also is spending $1 million for Internet display ads on Google and Yahoo!, video on Yahoo! and search-engine marketing on Google, Yahoo! and Bing. The ad buy also includes $60,000 for mobile media, $60,000 for social media and $6,000 for print ads in Nevada magazine.

IAEA inspectors head for Iran again ? Laaska News and analysis
> POLITICS, Iran > IAEA inspectors head for Iran?again
Laaska News Feb. 20, 2012
International Atomic Energy Agency experts are heading for Iran to investigate a military facility where they suspect experiments related to nuclear weapons development have been carried out.
A 5-member IAEA team led by Deputy Director General Herman Nackaerts left Vienna for Tehran on Sunday.
The international nuclear watchdog dispatched Nackaerts? team to the Iranian capital last month.
But diplomatic sources say Iran didn?t fully cooperate with the team, and inspectors couldn?t verify their suspicions.
This time, the team is to remain in Iran for 2 days starting Monday, where they will again request entry to the military facility they were refused access to last month.
Meeting reporters prior to his departure, Nackaerts expressed hopes to have several constructive days in Tehran.
The IAEA is demanding that Iran clearly explain its nuclear program by the time of the agency?s board meeting in March.
Our reporter in Vienna says the focus is now on whether the IAEA inspectors will be able to gain the cooperation of the Iranian government.

The cool new Palestinians: geeks
The West Bank and Gaza Strip is home to hundreds of tech companies, creating everything from websites to?smart phone apps.
In the hip Ramallah coffee shop ZAMN, Yousef Ghandour laments the slow Wi-Fi as he launches the beta version of one of his many start-ups, a social networking site that allows users to travel through time to find connections.
Skip to next paragraphMr. Ghandour, who never wastes a moment, shares the e-books he is currently reading on his iPhone (among them, "Good to Great: Why Some Companies Make the Leap ... and Others Don't"), shows off his blog, and lingers for a moment on his latest vision for a social networking site for Muslims called AnaBasili, or "I'm praying."
"People are really passionate about entrepreneurship and putting Palestine on the map using technology," says Ghandour, a software engineer who is helping to create ? and brand ? an emerging community of technology entrepreneurs in the Palestinian territories. They call themselves Palestinian geeks, or peeks.
Until now, the primary Palestinian contribution to technology has been outsourcing programmers and engineers to firms in the United States and Israel, including Google and Cisco Systems.
But these new entrepreneurs want to do more. They want to create companies based on their own ideas and hire people to implement them. Already their ventures range from smart phone apps to Web design.
Crucially, the community is now beginning to attract investors. The Sadara Fund, the first venture capital fund focused on the Palestinian territories, launched last year with an initial $28 million to invest in Palestinian start-ups. At the time, Sadara estimated that more than 300 tech companies were operating in the West Bank and the Gaza Strip, employing about 3,200 people.
"We're starting to see some green spots here and there, but not by any stretch of the imagination do we have a mature ecosystem," says Saed Nashef, a Palestinian-American software entrepreneur who lives in East Jerusalem and is a managing partner of Sadara. "But the entrepreneurs have started to think they can go out there and do something of value. If you get one or two of these guys going, you get things going."
In booming Ramallah, the administrative seat of the Palestinian Authority, cranes and new high-rise office buildings jut from the rolling hills, with new names like Asal Technologies and PalTel emblazoned on the buildings. Many were started with seed money from local nongovernmental organizations.
The potential here prompted Mr. Nashef to return home from the US, where he went to college and worked as a software engineer for Microsoft. Now he has teamed up with Yadin Kauffman, a New York lawyer who was a partner in the first venture capital fund in Israel in the 1980s.
"It was one simple reason that motivates most of what I do here. I can come here and have an impact," Nashef says. "There's no reason not to try to make a difference."
